Though Tustin hasn't had any arrests related to businesses since 2007, it is revamping its ordinance to match a new law that goes into effect Sept. 1. In the meantime, an interim ordinance will be in effect for the next 45 days. The new state law limits cities' authority to regulate shanghai massage businesses. The city also specifies that everyone working in a shanghai massage parlor must be fully clothed from midthigh to three inches below the collarbone and must carry their permits at all times.
