meehai, interested in what makes you think there is scar tissue in your ankle. If the problem was/is pain. They rarely go together, or rather, scar tissue is not implicated in a situation where pain is the dominant feature of your complaint. Can you give a brief history ?.

The problem is on the peroneal tendon on the bottom of my foot, rather than my ankle. It was an overuse injury, tenditis initially but i continued to aggrevate it over and over, until it became very damaged.
I can actually feel and see the scar tissue on the bottom of my foot, and the pain is coming from the scar tissue binding the fascia which is not allowing the tendon to slide properly.

I would try to address the cause of why you have pain in the tendon and stop rubbing it. After several month of frictions I suspect you are making it worse by retraumatising it.
Look at your foot position and assess carefully how you use the leg. The problem might be a long way from the tendon.
