Physio Downbanding in UK

At the end of last year I accidentially read news from the Charterd Society of Physiotherapy UK and it says the Society is trying its best to protect UK physios from the horrible downbanding.

I've tried to google for more accurate information about the downbanding nightmare, but some infor is for UK members only, while public media doesn't provide an accurate whole picture.

Therefore I wonder could anyone provide a more accurate whole story here? I think it is vital for all physios to learn from the UK situations and prevent the tragic happening again.
