Rehab of Broken ankle

I am 9 weeks out from a dislocated and broken ankle. Had a trimalleolar fracture, and ORIF to repair. One break is through the joint, and I have two plates and 9 screws. According to my surgeon and PT, I should be walking by now. Unfortunately, I am getting absolutely no range of motion in my ankle. None whatsoever. It's like my ankle is fused and can't move it more than a couple of millimeters. Additionally, my plantar fascia is so tight it's painful to the touch, as is my calf. The PT said something about another procedure possibly being necessary to free up the joint a bit. Does anyone know anything about this? What more can I do to get more motion in that joint? Thank you!
