You sound EXTREAMLY similar to my brothers problems. He has the same issue, and his body in trying to compensate for pain and incorrect motion has caused him to start developing arthritis in his knees, so now he has knee and achilles problems.
I think initially his achillies was the issue, and he has seen a few specialists and has recieved various treatments, such as been giving support to his feet arches.
I would talk to your gp/find a physio asap.
Don't mean to worry you, but my brother is frustrated by the pain, so much so that he can no longer really run or do exercise involving the lower half of his body, and hes only 25.
I think there is a possiblity of surgery... but that is a long shot, might not work, and could make things work.

neovessels may have surrounded the achilles tendon...maybe need a colour doppler scan to see these...neovessels will give you pain and are common in chronic achilles problems

What did the physio do for you in terms of treatment and exercises!!!
Have you had any investigations such as xray or
MRI??
These investigations will look at the possibility of bursitis, or bony growth at the insertion of your achilles.
Have you had blood tests to rule out an inflammatory disorder??
If all these things seem normal then rule out referred pain from neural structures such as your lumbar spine.
In an uncomplicated bilateral achilles problem I would look at stretching for:
achilles
lumbar spine
usually either hip flexors or hamstrings will be tight
piriformis (another hip muscle)
Then strengthening for:
Achilles
Butt muscles
Hamstrings if needed.
Get the physio to look and joint stiffness around your ankle and mobilise your ankle joints if needed.
Look at footwear.
If you have a tendinopathy (tendon inflammatory condition) you need to do strengthening exercises EVERYDAY for 100 days!!! That's a lot and more importantly, you need to be doing some eccentric as well as concentric exercises!
