still sounds like shin splints to me. orthotics, rest etc will prob be some assistance but you need to get yourself over to a physio for assessment and treatment - i'd be thinking theyd do some deep tissue treatment, advice re: mileage, stretch and strengthen depending on irritability and relieve the pain - IF the pain is as you describe and it is a shin splint problem
i'd hold off on the running also. Ortho DR is a waste of time at this point in my opinion - they may just suggest to go to physio!
