How to renew Australian registration?

I am a Hong Kong trained physiotherapist and have registered in the state of Victoria,Australia. since 1988.I renewed the registration every year until 1998.When I immigrated to Australia in Oct 2001,I found that I could not renew the registration as I haven't paid the registration fee for 3 years. I am most willing to pay for the fees required for the years but don't want to go through the exams for licensing or pursue higher education in order to resume the registration status. How and where can I regain the status of registration?
