The way I think about it is:
If the action is a deceleration (eg catching a ball in front of you and slowing it down by bringing your arms back towards you, or slowing your leg down after kicking a football) then it is eccentric.
If the action is controlled against gravity then it is eccentric (eg sitting down on a chair is an eccentric contraction of the knee extensors, or starting stood on tip toes and lowering down slowly to a flat foot will be eccentric contraction of ankle plantarflexors).
Anything else is concentric. If you are exerting a big force eg kicking a ball then it's concentric.
it can even be made much simpler than that...
concentric = muscle shortens
eccentric = muscle lengthens
isometric = muscle doesn't move
It refers to the muscle doing the action however. there is never 1 muscle firing - so throughout a movement there will be both concentric and eccetric and isometric contractions going on to produce or control a movement.
