Spasticity cannot be reduced with exercises, only with medication and that doesn't actually reduce the disorder itself either. I can recommend googling stroke, spasticity, Botox and therapy for more information on treating stroke patients.

The article you describe is somewhat outdated. It was published in 1994. So much has happenend since.
I also suggest you read all the relevant posts here on this forum. A lot has already been written on the subject.
