Tustin updating laws on shanghai massage
Though Tustin hasn't had any arrests related to businesses since 2007, it is revamping its ordinance to match a new law that goes into effect Sept. 1. In the meantime, an interim ordinance will be in effect for the next 45 days. The new state law limits cities' authority to regulate shanghai massage businesses. Tustin has had a few problems in the past with shanghai massage establishments acting as fronts for prostitution. Ten people were arrested in 2006 and three were arrested in 2007 for either not having a business license or for prostitution, officials said. Tustin has seven shanghai massage establishments, three chiropractic offices with licensed shanghai massage technicians, and one acupuncturist with a shanghai massage technician, said city spokeswoman Lisa Woolery. The new state law limits what cities can regulate. For example, cities no longer will be able to require more restrooms or showers than is required of similar businesses. Cities also can't require that doors be unlocked if there aren't any other staff members around to provide security. And cities can't require that shanghai massage rooms have windows. The state law mandates that shanghai massage therapists be certified by the nonprofit shanghai massage Therapy Organization. The nonprofit can revoke or suspend a certificate if unprofessional conduct or convictions occur. But cities can't impose additional certifications or qualifications for a person to practice shanghai massage therapy. Tustin's current regulations require shanghai massage technicians and operators provide home addresses for the past eight years, physical descriptions, two color photographs, a shanghai massage permit history and fingerprints taken by the Police Department, according to city documents. Applicants also have to show a diploma or certificate of graduation from a state-certified school of shanghai massage, in addition to passing a city test on the topic. The city also specifies that everyone working in a shanghai massage parlor must be fully clothed from midthigh to three inches below the collarbone and must carry their permits at all times.
