I had a full ankle reconstruction on my left foot back in June, and have no pain walking or running, but it is still extremely tender to touch.
Is it just a case of being patient and eventually it'll fully heal or should it have recovered by now?

That depends. If you find that you pain and sensitivity is more pronounced towards the end of the day, you may be pushing your foot too hard to fast.
Other senario is that the pins if they are fairly close to the surface, may be irritating the dermis. you should check with the surgeon who performed with the repair. Probably a Telephone call and a couple of quick questions will allow him to give you some advice.
