Before I make more specific comment, I would like you to define your definition of primary care. Do you mean public education in place of hands on therapy? Do you mean Hospital based treatments rather than private clinic based therapy?
The Australian system seems to be sidelining (or trying to) hands on therapists, and many therapists are starting to position themselves as advisors, referrers, or moving out of the profession into management. The only money around seems to be directed toward those willing to be bought by Insurers to tell the rest of us that we do not know what we are doing, or that 'research' does not support our practise.
I fear for the future.
