By using a force less than 3(gravity) against the direction one wants the joint to be mobilized one inhibits the antagonists. That is why I asked if there will be a full inhibition above level3. What I do understand from your reply is that you asume(or know) that also grade 4 is suitable. As far as I know one gets a co-contraction of the antagonists in order to control the velocity of the movement.
