Hi

To develop a really good database you need to include clinimetric information (reliability, validity, responsiveness, norms etc.) as well as the utility of the measure. It is a lot of work. You shouldn't just rely on opinions of other people but look at the scientific merit of the scale.

Rather than developing your own database what about using some good ones that are already available. Here are two excellent textbooks

Finch, E., & Canadian Physiotherapy Association. (2002). Physical rehabilitation outcome measures : a guide to enhanced clinical decision making (2nd ed.). Hamilton, Ont.: BC Decker.

this excellent textbook is available through Amazon

Hill, K., & Australian Physiotherapy Association. National Neurology Group. (2005). Clinical outcome measurement in adult neurological physiotherapy (3rd ed.). St Kilda, VIC: National Neurology Group, Australian Physiotherapy Association.

You can purchase this through the Australian Physiotherapy Association Go to their website

The MCSP also has a free searchable database on their website:

Hope this is of help
