Hi Judy, Sounds like you have long-standing osteoarthritis of your knees - often, you lose the ability to straighten your knees with this condition. Your joints may not be able to extend fully, even with hamstring/knee stretches. To help your knees, I would suggest doing some hydrotherapy (if you are able) and lose some weight if you are overweight. Have you seen a physiotherapist? If you haven't, it would be worthwhile so you can have your individual needs addressed. All the best!
