This letter makes clear, succintct points up until the section on the NHS when it becomes wordy and more difficult to understand. Unfortunately, I think that this latter section detracts from the strengths of the former and weakens the effect.
With regard to the content of the section on the effects of Bupa on the NHS staffing levels, I am not convinced by the argument as Agenda For Change also took its toll and any inaccuracies in the letter will allow someone to pull apart the whole document.
Looking to the future with Social Enterprise, it is worthy of consideration (and therefore of note to the Department of Health) that any PMI could be a provider of services. I think that this is of concern for NHS staff and, as far as I can see, it is not clear whether there is a strategy to deal with large competitors.
